Actualy it would be basicly flipping a switch ... text chat was in the console version of ESO till they took it out just before the beta, they have all those UI set-ups & text chat assets just sitting around somewhere on one of thier servers.
They removed it for stupid reasons, the lead console UI dev gave this reason on ESO live as to why they took it out ..."it felt awkward sitting on a couch with a keyboard in my lap" .

I would like to know if Chatbox will be available on console versions, as it is on the PC? I am deaf myself so I would be relying on Chatbox to allow me to communicate with other people on the game.

Yes, you have the option of using the text chatbox on console as well. Furthermore, you can plug in a standard USB keyboard into your PS4 and use it to type, if you want.
The chat window collapses by default, but can be pinned to the HUD if you want.

This is a terrible solution. A fix that requires the player to both leave the game and use 3rd party programs / websites in order to utilize the systems in the game is a failure of design, especially when those systems were 100% designed to be utilized from inside the game in the first place.
And most especially when there is already a version of the game that has been live for almost a year and half that requires no such bandaid fix.
While you may believe this to be a "reasonable" solution, many of use wholeheartedly disagree w/ such a sentiment.

Yeah I think the chat combined with inventory management and maybe a map function and I would absolutely buy it as an app but that would Likely be free or very cheap.

That makes no sense ... it would be the same as releasing a game on the console with no controler support but the Dev's saying "Oh you can play this game but you'll need a smart phone or tablet to do anything"
So instead of asking people to jump through hoops, get apps, smart phones, or tablets ... how about just adding text chat back in with the options to hide/turn it off? I mean its already in the PC version of ESO, and the PC version is getting both voice chat & controler support, wouldn't you expect the same features on ALL versions of ESO to be the same?

Actualy it would be basicly flipping a switch ... text chat was in the console version of ESO till they took it out just before the beta, they have all those UI set-ups & text chat assets just sitting around somewhere on one of thier servers.
They removed it for stupid reasons, the lead console UI dev gave this reason on ESO live as to why they took it out ..."it felt awkward sitting on a couch with a keyboard in my lap" .

Yes, you have the option of using the text chatbox on console as well. Furthermore, you can plug in a standard USB keyboard into your PS4 and use it to type, if you want.
The chat window collapses by default, but can be pinned to the HUD if you want.

Yeah I think the chat combined with inventory management and maybe a map function and I would absolutely buy it as an app but that would Likely be free or very cheap.
It would have to be, because even if one had a smart phone many still have to pay for data usage. Better idea is to just put it back in the game, and those who dont want to see it can hide it.
As far as USB goes, use rechargable batteries and a charging station plugged into electrical socket. Turtle Beaches can plug right into the controller. So even if you have an external hard drive plugged into a USB (as I do), you still have an extra for a keyboard, or one can just use the controller to type (but TBH I dislike typing with the controller myself, and rather just keep a keyboard next to me).
Last argument I want to comment on was some had mentioned a chat box would be way too small to be seen unless it covered half the screen.. I dont see how a smart phone is going to be larger? I played the console version on the same exact TV that my PC is hooked up to, and the PC version chatbox is larger than my entire phone, not to mention very easy to see, so I dont understand why would it to small to be seen on the console version?

So many people have claimed they left the game over this matter, I think that means zos should cater to the players actually playing the game, as in the 99 percent of players who didn't even notice the text box status because most people don't want a DMV vision test from across their living room every time some gold farmer wants to move some product.
The text for ESO was enlarged for consoles. The tiny PC text was fine right next to the PC player.
The text box on console would likely end up having to be enlarged about 40 percent from PC as well.

TL;DR: It should have become pretty obvious by now that the console version of this game simply doesn't work as intended without text chat. Core MMORPG features such as guilds, grouping, PvP coordination, trading, even roleplaying - all of them suffer due to poor player communication options.

Zenimax has not responded, even if they did it wasn't enough to reassure the people that they will add Text Chat and damage numbers etc..., the only way for them to listen is to keep bringing up the problem. Which is why people keep on talking about it.
I'm not attempting to argue with you, but I do want to share that on two seperate ZOS live episodes, different ZOS staff members gave a specific address on their goals, ideas and approach which drove their decisions to remove this long ago from development intentionally.
Many are saying those statements aren't acceptable but those statements were not made for contest or debate. It was just FYI to address concerns such as this thread. It's not coming based on those statements and not being considered at this time at all.
They have encouraged the discussion in the thread only but at no point are they commenting because as mentioned above, the decision to remove was made long ago prior to release.
It kinda comical that people in the thread attack anyone who doesn't agree or who suggest the thread is dead due to official ZOS live responses...the thread as all are here for discussion primarily.
At times threads are linked when ZOS asks about different topics and concerns so MAYBE at some point in 2016 or 2017 this will be reviewed especially with the recent announcement from Microsoft that the Xbox one will in 2016 fully support mouse and keyboard use due to win10 update.
Right now tho, until that occurs, based on ZOS' point of view......just feel free to discuss only but don't expect any considerations to change as it's not on the list.
You are talking about eso live episode that happened months before console was launched. I would like to hear there thoughts now that console has been out and they have received freed back. Let face it ZOS has changed many things about the game from first launch on PC. So to say just because the had one idea long ago that it will never change is not realistic. We need a response from zos now not long ago.

It's about time there was some truth in what you write. This, I agree w/. There's no point in becoming discouraged or even getting hopes up. We're here to hash out the merits of the idea and ZOS is just checking out how the more vocal / forum-savvy members of their community feel about it.
