Cyrodiil caps would not change under crossplay, as the caps are there to limit the number of people in the campaign.
They were just running a Cyrodiil stress test to see if they could raise the pop caps, but even if they stay the same, there are two other 30-day campaigns that are empty right now. Back in the day, we used to have two full campaigns running, and now we only have one during prime time.
Also, the point of getting more players in Cyrodiil is to keep the main campaign locked for longer than just a few hours at night. At this moment in the afternoon on PlayStation NA, we have Ebonheart with 3 bars, AD with 2, and DC with only 1. That lets EP run up a big score all day until prime time, when the numbers even out.
if they merged the servers all campaigns would be full probably again
They would likely be full. The next question is how long are you willing to wait to get into one of them so they remain that way?
They're fully capable of opening more Campaigns when the active player count requires it. They do this already during the Whitestrake's Mayhem event.
Players still wait for their home campaign for hours during the PvP event and the new campaigns sit empty.

thats not true. While mayhem queue for GH and go blackreach till queue pops. We doing this even as group. Nobody is forced to sit there and wait.

Nobody is forced to wait, but many like me want to play on our home campaign with the other players we know and increase our rank on the leaderboards.
So yes, I do get on early in the morning during the event and wait in the queue.

At prime time during the week its max 2 bars each, we used to have a queue 2 years ago and now its rare we have 3 bars each 😂
You cant stop people from playing other games but now many people are stopping to play cuz there is not enough activity in this game anymore.
If you have to wait hours for a group finder, cant do the trial you want or dont find action in pvp, whats the point in playing this mmo?
My suggestion :
Merge the PS EU and PS NA server or merge the PS EU and XBox EU and the PS NA and Xbox NA server to avoid the game dying.
Yes the trading markets would probs crash but lets be honest wouldnt that be exciting in some way? It would be a bigger player base and there would be life in the game, it would be a healthy change overall!
I get cross play with PC might makes no sense cuz of their loads of addons etc but betwen consoles it should be absolutely a thing.
Zos gave us the group finder but lets be honest it doesnt really help.
The benefits of crossplay overhelm overall and zos should make this technical possible, better soon then later

You can queue for as many camapaigns as you like. If you're in one campaign and the queue for another one allows you to enter, you just answer the promt and move over to the new campaign.

Somehow I beg to differ.
The two hardware platforms Xbox & PS are vastly different and after many years have unique in-game coding solutions that would not easily be translated cross-platform.
Then we have the legal problem of licensing, ie how would the proprietors of the competing hardware platforms react to "their" customers playing on a competitors platform, invalidating their very own hardware lock-in?
N.B. (Nota Bene) I'm not at all against the concept of crossplay, just pointing out what I perceive as the the potential pitfalls.
