P.S. I saw them dueling with some other players (probably another strong group, from IC), they were killing each other in this duels. Do you think all of them cheating, of them turning off cheats for dueling? Or they don't cheat at all?

There IS a reason to talk about procs in noCP now, because we are going to have procs in RW in ~6 weeks. Have you read the patchnotes? Be prepared to get tarnished hard soon

here are my patch notesIn my patch notes nothing is written about procs coming back to this campaign. Is it real News?
The No-CP campaign Ravenwatch and No-CP Imperial City now allows Item Set Procs.
Developer Comment:In efforts to provide a smoother on ramping experience from Battlegrounds to Cyrodiil, we are enabling Item Sets 'procs' once again in No-CP Rulesets. The No-CP Campaign Ravenwatch now will include Volendrung.
Developer Comment:In efforts to provide a more consistent Cyrodiil experience between all campaigns, we are re-enabling Volendrung in No-CP Campaigns.

Still putting the idea out there without anything to back it up. Unsavory, regardless of semantics.
Those are PTS patch notes. If proc sets would be activated more players will join no-cp again? What are currently the best proc sets for pvp or do we need to scrutinise again? There are so many sets.

Or we cut out the middle man and you don't make claims (sorry, cast suspicions) that for whatever reason you cannot prove.

It says poplocked, but where are these mysterious shadow people? And no, checked the towns, nobody!
And ZOS, really, can't even think of some new rewards? What do you expect us to do with 1 million bones, for a pet that can't even be seen in Cyrodiil!
Should we start mailing them to each other, as some sort of hate mail?
Still waiting patiently for the big PvP announcement.
y know who they are.....
.
Just checked my mailbox with no bones inside so I am clean then.
Why not go to a campaign with low pop/score bonuses during Mayhem...?

Well I think DC got the Emp they deserve. Most of the time its the rest of DC players that take Keeps and res, and put him there...
Emperor and his small group of friends appear to desire being Emperors of an empty campaign.
