There are discrepancies between those two days sources where they overlap, which means filling in the holes of one with those from the Twitter feed may not be accurate.
I fixed the data for the discrepancies in the first couple days. I then threw out the first 4 days, because there were no weeklies associated with them.
If there's any doubt about a downward trend, well... numbers don't lie.

The graph is well made but you forgot to multiply daily by 3. Daily values should be higher because of that. To buy 21K Crowns (their "best" offer at the moment) costs £109.99 in the money of my country.
150K crowns is 7.1428... times this amount.
That comes out to a grand total of about £785.64 of monetary value converted into Crowns to buy this mount... and it was not guaranteed that the player would receive this mount even after they spent this much.

I fixed the data for the discrepancies in the first couple days. I then threw out the first 4 days, because there were no weeklies associated with them.
If there's any doubt about a downward trend, well... numbers don't lie.

True. That would change the weekly totals to the following:
Week 1 (21/06 to 27/06): 655
Week 2 (28/06 to 04/07): 635
Week 3 (05/07 to 11/07): 530
Week 4 (12/07 to 18/07): 525
Week 5 (19/07 to 25/07): 570
Week 6 (26/07 to 01/08): 530
Week 7 (02/08 to 08/08): 480
It decreases the impact of lower Weekly values, but increases the impact of lower Daily values.

Are they, though? They don't tell you the drop chance of the items in the crates, and there's no guarantee that drop rates aren't dynamically adjusted based on other data about your account.
Interestingly, part of Microsoft's plan for dealing with the questionable nature of these is to require that drop rates be published. Maybe I missed it and ESO did publish rates somewhere.

How is it a scam? He paid 150k crowns to get a mount and received it. They have not deleted his mount.

That's called gambling. Unless you think that all games of chance are scam, that's not really reasonable.
He spent that much knowing how it works and ZOS is upfront about how it works. And he got exactly what he paid for.
A scam means they lied somehow.
