    What do you mean? You can't take sets into Cyro now?

    You can take any sets you like to Cyro, but most won’t have their fifth piece functional. (Second pieces for monster sets also don’t work, nor the set bonus from mythics.)

    There are only 19 sets that work fully during this no-proc ruleset. For the rest, any line that is only flat stats (no percentages, no named buffs, no cost reduction/increase, no chance involved) will still work. For example, the 2-4 pieces of New Moon work, but the 5th is disabled (no extra damage and no cost increase) because the cost increase counts as a proc.

    It looks like 18 sets, but the “Willpower Agility” line is actually two different sets.

    ZOS says they are leaving the current test conditions (minus the double AP) because

    We’ve heard from a lot of you that despite performance largely being the same, disabling proc sets has breathed new life into PvP gameplay and has made fights more enjoyable and fun.

    Apparently sets like Seducer, War Maiden, Medusa, Warrior Poet, Healer's Habit, etc make Cyro unfun for some.

    I wish they’d give us the choice to between Proc sets enabled and proc sets disabled.

    I‘m expecting a very huge outrage and eventually ZOS not going live with this change or reverting it very quickly.

    Hrm so many console players are gonna get surprised if they do end up implementing on console.

    They are way less knowledgeable about changes.

    Would also like more actually usable sets.

    Tbf I think way more players use procs than there are people whom complain about them

    Then here is my take. I prefer No Proc PVP for the most part. That said, I think they need to take a second look at their list of approved sets and see where they can reasonably expand it, while retaining the flavor of no proc PVP. The current list is far too restrictive IMO.

    Things like Bloodspawn or the Ring of the Hunt arent the issues that people are trying to escape. They need to narrow their list to procs that do excessive damage passively, or perhaps support type sets that specifically strenghten ball groups. The best thing about the changes is that a Ball Groups have lost some of their teeth.

    I also question whether it is healthy for the game to say that virtually all the gear you can acquire is useless in PVP.

    Finally, if this is going to be long term, that list of functional sets needs to be in your face in some way shape or form when you log into cyro. There are plenty of people that have no idea its even happening and are running around in gimped builds.

    This is an absolutely disastrous decision given the far too expansive definition of "proc set" that ZOS is using.

    Being restricted to ~10 sets in the entire game annihilates any semblance of theorycrafting and legitimately has me reconsidering whether or not I want to continue playing the game.

    This is devastating for any form of organized group play.

    Totally agreed. Even on PC, this was not made clear anywhere but the forums.

    Perhaps, to reword your last statement, I think the vast majority of complaints about procs are really only aimed at a small handful of sets/items. Rather than "these are the acceptable 19 sets", I would like to see, "these are the prohibited 15-20 sets."

    I dont know why they dont just put in a no proc campaign and if majority of people move there we know that's what people want its amazing to me they would even consider keeping this in game considering this actually made the performance worse for most people

    It's a horrible band-aid fix.

    1. There are like just a few builds (connected to specific classes) that are actually strong in pvp in the test meta. So if you aren't on one of those classes and playing that build, you'll see how out of balance classes are in pvp real quick.

    2. This makes most sets that exist in the game useless. There is already a very small number of sets that are meta for pve because the meta there is tighter for end game. Now in PvP sets that had a use before and were worth farming or buying at least for PvP will be useless now. (So RIP anyone that liked selling any pieces that pvpers bought). It's also quite ironic that all but like 1? set that drops in PvP is now worthless in PvP. But as it stands, it looks like 90%+ sets in the game are trash now as they won't be worthwhile in pve or pvp.

    3. They really should not have done this without making a lot of the sets work that don't right now because of conditions and not procs. Necropotence, War Maiden, Seducer, Bright Throat, Bone Pirate, etc. should all be working. (And if that's what they mean by Q3 fixes, then that's too long for some basic stuff that should be working right now). Having only19 sets that work in PvP for most of the year is unacceptable imo.

    Nah. Ill start this by saying i go out of my way to try and not *** too much, but at this point my sub is cancelled. Proc sets made pretty much no changes to cyro like everyone was saying they would, now a large portion of the items we could use are still not available.

    ESO was better in beta. Yes im being serious, these are absurd decisions that are being made. [snip] Basically the one reason a lot of players continued to play eso(PVP in cyro) is being changed to help the players that cant play, and will most likely be changed again, after we finish regearing all our characters.

    I think they really underestimate how much people like double AP and how we will say almost anything is great when we have it. Haha.

    They should strongly consider some sort of AP boost, 25%, 50%, something, while this is going on. The novelty of no proc is not going to last until Q3 on its own. People are going to get board of the exact same setup on 95% of the population.

    The current test environment is, just that, a test environment. They've disabled all the set bonuses that trigger procedure calls. Which, yeah, that's not what we think of as, "proc sets."

    The best example of this difference is probably Seducer. The set, apparently, uses scripting to adjust ability costs, which means turning off set procs kills its 5pc bonus.

    Now, if non-proc PvP becomes a permanent fixture, I agree, it might be a good idea to curate a slightly larger list of sets (including things like Seducer and sets that apply specific named buffs, like Slimecraw), and restrict the list to that. It might also be a decent idea to specifically white list the mythic items, even though they'd otherwise be considered proc sets. While still keeping the vast majority of "proc sets," especially the ones that deal additional damage, off the table.

    These "Proc Sets" negatively impact only the Cyrodiil PVP server performance?
    They do not affect the IC PVP server performance? Or the PVE zone Server performance?
    If that's the case then maybe the size of Cyrodiil Map along with all the calculations that are being preformed.

    Are the NPC using any of the "banned" sets?

    Well no matter whats the cause, it looks really bad for PVP.

    I think it will be pretty boring. I don’t care for proc sets but with only so many sets to choose from the meta will be stale. They should just make a no proc campaign.

    PVP is the only thing that kept me playing at this point. This essentially kills any kind of unique and fun PVP. They could have reduced proc set damage and/or increase the cool down of them. Instead they just get rid of them all together. You're telling me sets you get in Cyrodiil can't even be used in Cyrodiil anymore? So they specifically buff VD a few updates ago and now they completely get rid of it lol. Kind of regretting renewing my ESO Plus in December. This will definitely be my last year I play.

    It's not healthy...

    If you literally have to disable items/systems in your game, then they are broken and need to be fixed/removed. People shouldn't have to ignore 95% of the sets in your game because you can't balance it. [snip] Just balance your game.

    Edit: This exact same issue displays itself with CP as well. I exclusively played no-cp pvp the seldom times I did pvp, and even I recognized that a separate queue/campaign to remove the ENTIRE END GAME PROGRESSION SYSTEM should not exist. CP 1.0 would have been fine if they just capped the combat related stars at 360 total, and allowed stars to be spent in any tree (.e.g, you could spend all 360 stars in the green constellation instead of being capped at 120 for all three).

    So maybe its about time to separate the PVP and PVE balancing act.

    Make it so you can have 2 different setups Armor, Weapons, Skills and CP. Make one only usable in PVP an the other only PVE.
