Back when Morrowind was coming out, so many people were lining up to claim that they were not buying it that there was actually a tongue-in-cheek poll in here asking how many people were secretly buying it. Morrowind obviously sold enough to get them to follow through on the rest of the Chapters.
Obviously, only ZOS knows what the sales numbers are. Personally, I expect that sales of each Chapter are pretty good, and Greymoor will be unlikely to be very different.
As for your "56% of respondents apparently aren't purchasing Greymoor", I am not sure where that comes from. When I looked, only 7% said that. There are the 34% that answered as I dif, plus the 8% that don't know many people , which means that 42% have actually indicated that they purchased Greymoor, at this time. The rest are on the fence, at 49%. Those people could go either direction, but if I had to guess, I would suggest a lot of them will buy it on sale later this year.

Second this is a game forum which are mostly negative so the fact that about 50% on these forums are buying it does not sit well for the doom and gloomers.

You created this poll to show that majority thinks that game is fine. Your poll shows otherwise and now you are backpedaling that forum poll doesn't matter lol. And we doom and gloomers actually love this game, otherwise we'll just delete and forget it long ago. Majority of us were paying customers. But everybody's experience may vary, if game runs fine for you, that's great! But unfortunately for substantial amount of customers it is lagfest and de-sync show...

Two years ago, I would have said that was true. Now, I don't believe that the forum is even relevant to the larger population of the game. It would not surprise me if they closed these forums and moved everything over to the Bethesda forums.
