You must own a copy of the game and have that purchase connected to an ESO account that is not suspended or banned. That makes it active, for all time, here and into the known future.
Make sure to use the report tool ingame when you find bugs/problems. That way the chances are higher that it actually reaches the right developer that is responsible for that thing you reported.
