Can you go over and jiggle the cables or something? Maybe somethings loose. Or reboot their router which seems to be a big thing for them.
I want to quit calling the issues lag as its clearly more than that. Position and health desync is more than just late. Getting stuck in a slow state is a bug and not lag. Lag kind of infers network or hardware latency and I think that is only a small part of it.

Agreed. We know lag. We’ve lived with lag in this game, and will continue to do so. These issues introduced in U25 are wholly different, and incredibly frustrating.

That is not really a health bar desync. Health bar desync is usually when damage has been done but the health bar does not show it. For example, they are at full health (because of healing) or dead (because of lack of healing) and the bar is still in the middle, somewhere.
Both can make it look like you are doing no damage, or the bar not updating, but in your case, it is because you are not actually facing where your opponent is and you are not doing damage, not because your damage has not appeared on the health bar.

It's desync's. I was talking about two different examples and muddling them together. The health bar desync is most often from siege, but sometimes from players directly too. You don't see your health bar go down. Then you check your death recap and it's all siege or low instances of damage that took you from 100% to 0% instantly. The not being able to attack NPC's is another example. The game sees the player and the npc as being in different locations that the player sees them apparently, so you attack away and nothing happens except the animation of your attacks. I'm also getting hit by siege when I'm WELL out of the aoe displayed. That is yet another desync. The game thinks the player is somewhere different than where the player sees themselves to be.
So ya, it's pretty damn bad in cyro. How long has it been like this?
