Inaccurate.
Kagrenac used the heart of Lorkhan in Red mountain, as a desperate attempt to end the war.
It is unclear whether this was supposed to improve the Dwemers power, or to send them into a superior level of existence.
The Dwemer all disappeared from Nirn, as a result of their species mind-connection, but nobody has seen them die.
There are theories in the way Dwemers would have reached another plane, as pure spirits, burning their bodies in the process.
And I'm quite sure Dwemer places are dusty. How could you differenciate dust and ashes after decades in their vaults ?
My money is on the Chapter being The Pale and Blackreach, both DLC dungeon pack relating to this and then the Final DLC being Winterhold.

rob (a person or place) of something by force.
This is what the dwemer did to the Snow Elves they robbed them of their hope and of their sight.
