I can certainly acknowledge the decision is rather unfair to the PvP only players, but I don't think it's ZOS not caring about them. I mean, I'd venture to throw out the opinion that the majority of the combat changes made over the last year have been because of PvP.
Since PVE zones are the only place without performance lag, I guess we gotta go to where it works lol.

I don't know. I can't even find that they officially "announced" this decision. It was found as a comment by ZOS on their own thread regarding the Dark Brotherhood and Thieves Guild event.

Well first of all... getting into Cyrodiil requires nothing but the base game. DB and Thieves requires either Plus or buying DLC. Both of which a lot of users don't have. What does this mean for ZoS? Well two things.
Probably less server strain, because the people who can't play DB/Thieves won't be jumping to get on and run content just for the event all day. So slightly less bad performance.
And secondly, it will sell Plus memberships and DB/Thieves content to their mass influx of new players who haven't touched the DLCs yet because they're still trying out other parts of the game. So there's a bigger monetary incentive to do it this way, on top of not having people endlessly complain they can't get into PvP because its broken.
Also they did have Midyear Mayhem this year. They just had it in... January? Instead of July. It still happened, you just got your double AP early.
It was also said higher up, but Cyro would get flooded with PvE'ers who just want their tickets. They're not there for PvP. Know what happens when you go into Cyro not geared for PvP? People get mad at you. I can't even go into Cyro to fulfill treasure maps solo and if someone spontaneously comes along and tries to pull me into a group, "omg why are you so terrible? Why am I doing more damage than you? Why do you die so much? Why don't you have siege equipment to help out?" etc etc. All this, mind you, when I TELL THEM up-front before invite I'm not geared for Cyro and just came for treasure maps.
Now imagine throngs of PvE newbies making up your groups. Guarantee there'll be raging at all those PvE people who just came for their tickets. Will they fix it? We'll see but at least its being addressed. I doubt it'll be fixed but it'll probably at least be improved so its not As Bad As It Was. No event or broken event, people would still be complaining that ZoS "can't do anything right". all pvp players, since cyro doesn't work, and we have stopped supporting financially, and its unlikely it will ever work right, I suggest we flood the zones each holiday event and hold massive duels near the quest givers. The last protest I can think of that impacts their main money machine; the PVE carebears.

ZOS has known about the Groupfinder problems for 2 years now. They've known the BG queue problem has been getting worse for more than 6 months.
This was preventable, if ZOS had started working on fixing the problems earlier.
So while I'm eternally hopeful that ZOS will actually fix the issues...
I'm disappointed that ZOS' answer is again to take away game functionality from players until an indeterminate time when it gets fixed.

Can you not craft impenetrable gear? I don't consider myself a PvPer by any stretch of the word. But you not even doing the bare minimum of having a PvP set is on you, and you deserve what you get in that regard.
