My account was originally not made through Steam but I did link it. So I tried going straight to eso64.exe at steamlibrarylocation\steamapps\common\Zenimax Online\The Elder Scrolls Online\game\client and I was able to login and play characters.
I've had to do this since Update 17 and now ESO+ is disabled since the grace period is over.

Did you buy ESO+ through Steam? I do it through their website and I still have it logging in this way.
I don't know what Zenimax means by some steam users. Every steam user in our guild cannot log in.
I was able to log in by bypassing steam but my ESO Plus bonus is not active.
Go to Program Files (x86)/Steam/SteamApps/common/Zenimax Online/The Elder Scrolls Online/game/client and click on ESO file. You will have to supply your user name and password and the game will send you a code to put in but you will get online.

I was able to log on and play for a while late last night (after midnight EST) and then this morning it is back to the login error screen. This seems like a very odd error to be getting.
Just wondering if anyone else had a similar situation.
Is there some way that ZOS can migrate us from Steam accounts to "normal" accounts and be done with the Steam problems? I didn't realize there would be so many problems from buying the game through steam. I wouldn't have purchased it through them if I had known then what I know now...

That only further bolsters my point..."Some ... of our Steam NA and EU..." it is affecting ALL NA Steam and as far as I know NONE of the EU Steam since everyone affected seems to be able to log in to EU Steam.
Steam PC/NA.
I did find a temporary workaround by launching ESO64.exe directly from the game files. Gotta put in username/password, and possibly an access code. This will only work if your ESO account wasn't created through Steam (if you're like me and had an account prior to Steam launch and linked it to Steam).
Sadly, this doesn't seem to work for OS X using the game_mac/pubplayerclient/eso App with Steam open.
