I read that completing the main storyline AND the museum quest line increase the drop rate chances. Idk what the museum quest line is though... I believe it is "the lost library" quest. You unlock that quest by collecting the 30 relics scattered across vvardenfell. There are maps for these relics online and you will need 30 open inventory spaces.
The final reward for that quest gives you a 3D model of vvardenfell to put in your house.

Lots of people have completed all quest lines and the drop rate still hovers close to 1%

I've got one motif page out of maybe 500 chests. Several others report the same. TTC and UESP data are the best parallel sources available to players to indicate system-wide drop rates. Those numbers are telling and are in same range what i have seen. Why should I bother making a "counter argument"? What do I gain from arguing with you on this? Also, your source is inaccurate - TTC only shows items that were scanned and there are way more listings that what you are stating, if you can spend time checking on each trader, instead of just checking on TTC's website.
Last bust not least, morrowind is still new and the new findings usually got bought quickly or used by the finders, instead of listing on traders and waiting for TTC or MM to scan. Just give it a while and be patient, don't rush to forum and use some inaccurate data to prove your "I MUS HAVE IT NOW OR IT IS BUGGED" point.

Sure, treasure hunter boosts your chances for loot quality in the chest. But, the patch notes don't specifically refer to you needing the champion passive.
If it's anything like the Ra Gada motif drop in chests, I don't think treasure hunter actually influences it.
I'd love to have someone confirm and prove my theory wrong.

From livestreams (and patch notes) completing the main vivec story improved those chances. They just never say by what percentage, or even give the drop rate here. This is worse than Ra Gada motifs. I went to Craglorn and got 3 motifs in just 4 hours of farming chests.
Looks like my single motif page I found early was my quota for the year...
Since then I have farmed t-chests for about 10 hours over 5 days for zero motif pages.
I have completed the Vivec quest line and all other side quests, I have the 'Treasure Hunter' CP perk and over that 10 hour period have opened about 300+ chests...for ZERO motif pages.
Seriously ZOS this is a joke.
The Ashlander motif drop rate is also driving me insane. One motif from about 30 daily quests...really?
Honestly, I don't think I am being too cynical when I say that these drops rates are geared to get us to buy them from the crown store. What other reason would they have to subject customers to this level of frustration.
ZOS said they are looking into Wardenfell chests. Let's see if they find something from them.
I got one out of a simple chest. They're there it's just our old mate RNGesus.

Its just a style, eventually it will go out of fashion and you'll be picking motif's up for a few hundred gold.
That and Ashlanders seem to be flooding the market at the minute, but they are ridiculously overpriced.
