Double NOPE.
If this was intended, then no surprise that it was stealth because the developers probably didn't want to be embarrassed again on ESO Live with regards to why they are nerfing tanks.
Keep this thread alive until get an answer.

This is the part that sucks - so few people play tanks in this game already. Even if all of us complained, I doubt we'd make up more than a sliver of the population.
The only reason I've not converted over to full stam dps is lack of gear. It's not fun anymore having to micromanage your resources to the point that you can't pull any dps contribution.
When did this happen? Is it a hotfix or something or after orsinium patch, cos i did some test runs of vet pledges after orsinium patch and it wasnt much of an issue. Im a nb siphon tank btw and ya its annoying to keep reactivating siphon every 15sec after nerf but for the most part its fine. The only reason why i can still tank is cos of siphoning strikes, when it comes to templars, dk or sorc tanks, they can only pull a few monsters and sustain aggro only for a short period of time after stamina regen nerf. I need to test again to check this out.

This probably happened with the Orsinium update.

lol, I almost got banned during the no stamina regen gutting tanks recived, a few of our more passionate shield brothers and sisters did in fact get banned, I think personofsecrets and I are the two that I recall that made it out un banned.
but ZoS does love to try and find reasons to finish us off too XD
