In summation:
Chatbox works in many other console multi-player games...and has worked for every MMO ever on PC.
Any company, or player, that makes excuses why it wouldn't work for ESO is just ignorant, is baiting/trolling, or just wants to "re-invent the wheel" to feed their own bloated ego.
We do not need to find an alternative work-around.
We just either convince ZOS it is needed...or move on to other games which offer the services we want, and "vote with our dollars".
I have pretty much "moved on".
I only log into ESO to help my friends run my guild.
I found it far too time-consuming to run an ESO guild without ingame textchat...having to run the guild from several third-party sources instead of IN THE GAME grew to be a major pain in the arse.

Joke apart, ZOS can change their mind if we provide them with enough feedback, evidence and suggestions.
Game was supposed to stick to sub model => they changed their mind.
UI was supposed to be as immersive and uncluttered as possible => now loot drop messages are coming and they're working on damage meters and figures scrolling (optional).
And so on.

Why ? I'd say the opposite ! Listen to NPC first, player can wait, especially since wheelchat is logged. You cannot have a sound/read desynchro with subtitles, it's killing comprehension.

* Don't show the message of the NPC at all
First option destroys sound/read synchro.
Second option destroys the purpose of subtitles entirely.
But if we follow what you suggest, the entire subtitles area becomes... a chatbox. (You can have NPC subtitles in the chatbox on PC too).

That's why communicating is hard. It's like religious people are fighting scientist a bit.
But with some patient, you can find the exit in peace.
It happens in movies that actors are talking over each other. Mostly they fix it well with subtitles. Sometimes they don't. By instance they drop words or rephrase them. It can be very annoying when your English (or another language) isn't that bad. In that case you have to push your woman and say 'you heard it, they missed something in translation'.
There's probably not a solution to fix all and everything, but people do accept for many issues a solution that's good enough.

No, it’s certainly not a chatbox. It is still different. This is a chatbox: more freedom of speech, slow input with the gamepad or feel the pain of the device shift when you reach to your keyboard.

Are we going to fight forever about a vocabulary issue ? Your suggestion is a text solution with gamepad entry. That what makes it interesting.
What I fail to see is why you refuse a scrolling chatbox WITH THE SAME GAMEPAD ENTRY which would be far easier to use than the subtitles area. This would serve the purpose of one-to-many communication like zone chat, and would not interfere with subtitles. I don't think having to leave the main game window via menus to read previous messages would be handy. But why not, would be better than the current "nothing".

It sounds like an optional textbox to me...with the option being how often you open the menu to check it...instead of how often you open the menu to open/close it from being on the main screen as you would with a standard textbox.
Why bother?
Textbox still wins for ease of use.
