Well it is just for leftovers.. considering a one use teleport stone is 500. Worrying about who gets 1 extra stone randomly because you group overkill someone in PVP seems kinda petty.
It looks like they are trying to encourage groups of 4 (base mobs are 4 stones each). With maybe small teams working together on bosses.
The hope is that bigger PVP fight will be between people with more than 4 stones total.

Yeah someone could technically have 1 stone, but it seems unlikely.
Also have to remember engagement distance.
Anyone that is not at their gate to their craft/safe area, or next to a graveyard, will probably have something. If they get far enough from their safe spot (and the other friendly players also fighting away from their safe spot) to a point where you can safely kill them, they will probably have some stones, just from getting to the location where you are fighting.
Doesn't look really solo friendly. Someone soling for 4 stones a pop will probably be right next to the gate to safe area. People you are likely to fight will have come out in a small group (at least) mowing down a lot of stuff on the way... so they will have stones.

You can still easily get V16 weapons and armor by just running the IC dungeons. No pvp required. And guess what? You can get the materials to craft V16 armor from deconstructing V16 items! Not that hard to understand. You don't NEED the stones to get V16 gear. My god. The stones are just *another* way to get V16 gear and mats.

The dungeon difficulty will be scaled to vr16 the loot WILL NOT BE. VR15 and 16 loot is only obtainable through pvp.

This DLC is finally going to bring that. I don't see why that would be a bad thing, considering the "PvE only" folks are getting pure PvE content as well in form of those two group dungeons and can still do the other content without risk via dailies.

Decimus: Basically 'cos while I know what you are saying most people playing are NOT looking for 'consequence' - because for them consequence equals players like us taking advantage of our PvP experience to own them.
This is not a 'consequence' game - and frankly if it is then most players will leave and we'll be left 'playing' on our own....

As long as it doesn't become a "consequence game" only, I don't see the problem. It adds diversity & more ways of playing the game, an option to the zerg zerg zerg that causes many people to quit the game altogether.
If one does not like this "consequence game", he can choose not to participate in it and do something else (like the new group dungeons).
Once the next DLC after this arrives & brings PvE content only, or a new 24-man raid even, I'm sure some people will be upset, especially PvPers.
But in the end, as long as there's something to do for every type of player, it's good for the game's health.

There is no player friendly options in pvp. All blues and reds must die when I am in pvp and vice versa. For sure, but you can't steal my gear - I expect you to try and kill me (and then die trying) but when one of us dies we keep the things we worked for.
