First of all the game will get banned in Germany and Australia - and there will be a public outcry and possibly a governmental review as MPs jump on the latest controversy bandwagon. Millions will be wiped off Zenimax stock - the directors will not be happy. The game gets pulled while changes have to be made, but it's too late and sub numbers never recover and the game gets pulled before it can do Zenimax any more damage.
So, no I don't think this is a good idea.
Honestly I think that's a bit overdone. Australia and Germany will not ban any game rated M or "adult" for any reason regardless of content. They Ban games rated T for such content. ESO is rated M which inherently covers that type of content as a possibility in it's Genre and basis.
They didn't ban GTA 5. I seriously doubt they will ban ESO.

Only they had no child killing in GTA 5, I know having played it a lot recently.
There are a lot of if's an but's, many valid, but I had a few thoughts as well!
Can I point out all 'friendly' NPC's are already invincible, you can't kill or attack guards, merchants, townsfolk as it is. There would be no justification to make children or any other introduced and allied NPC suddenly neutral (attackable)....
Just saying.
Also, what I'd love to see, is obviously cities full of children running around playing (to liven what are already rather livened up areas), and they could gather and follow you annoyingly around town in awe and wonder of your hero-esque epicness (made up words), and when you draw your weapon or turn to chase them they would flee! Possibly into hiding spaces/under buildings, behind closed doors, etc (adding to their already invincible goodness).
I'm sure that would get very annoying after the first few hours. But would still be amusing to see, and completely concievable. I can imagine there would be a few souls out there who would lose 10's of hours chasing them. Lemmings anyone?

Everything you said after that is awful. Unless I can actually kill them. I wouldn't even care what the bounty amounted to in that particular case.
