ZOS can clearly see people really want it, so after the promo is over, they will just add a different color wolfhound to the cash shop and everyone will be happy.
You don't devise a promotion with a limited edition bonus and immediately tell everyone else they will be able to get something like it very soon. This is marketing basics.

Marketing like this does more harm than good for the consumer, I fear.

You don't do this at all actually. Whoever buys the imperial edition on Steam gets more than anyone who already bought it, unless the dog is replacing the mudcrab.
The imperial edition on Steam should be the imperial edition that was already offered, otherwise you wind up with pissed off imperial edition owners.
If the Steam edition comes with both vanity pets then all current imperial edition owners should get the dog mailed to them. If the dog replaces the mudcrab well then the issue is a little more complex, but the fact remains that the Steam edition should not differ in any way.
I will gladly trade my crab, lizard thing and monkey for a dog, or even better, a wolf pet!

Is the Pet bound to the new account? I seem to recall Ring's of Mara being sold or maybe just thought I saw it. If I can make the new account and just trade the content, isn't that a solution to all these whine fests?

All vanity pets so far have been bound - and so have the Rings of Mara, unless they bugged for somebody. I have to assume this wolfhound will also be bound.

I've been with the game since beta. I don't need another virtual (and might I add completely cosmetic and does absolutely nothing) pet taking up another inventory slot.
It's a limited promotion item to welcome new people into the game. A bunch of pixels that equate to nothing in real life. If they were giving away a free dog, sure then I may be slightly miffed. But they're not. It's a do nothing vanity item.
Come on, people!
For me the upsetting fact is that the new customer gets more than the current one. Its like no one cares about their current customers.
Well, I can always take my toys and be a new customer somewhere else.

Hey yall, I just wanted to throw my voice into the mix. So, if I read correctly, this is the situation:
I beta tested and preordered the physical collector's (imperial) edition of this game. Payed full price of course. I got the vanity Items that go along with it.
I was kinda fine with the digital CE not being limited, mainly because it includes a playable race (bold move by the way). Of course I'm also fine with prices dropping over time.
Now they offer a new vanity item to current buyers of the very same edition I preordered, one that many would argue is more desirable. An item that is bound and exclusive to that edition, so I couldn't even rebuy it and apply the code to my current account.
What do I think about this? Well, I'm in a bit of disbelieve that ZOS would be willing to tick off their current customers like this, that nobody (nobody important that is) saw how this might be a bad idea.
How should the issue be resolved? All CE holders should automatically receive this new vanity item free of charge. All SE subscribers should be given the option of buying a differently colored version in the store for a moderate fee.
It is ok and expected that special digital content is exclusive to earlier (especially preorder and limited CEs) versions of the game and cannot be aquired later on. That's even kinda cool and a little bonus to early supporters of the game. "Where did you get that monkey?" is something one might hear in a year or two.
It is not ok to offer new vanity items to new customers and withold access to existing customers. Why? Because it creates the mood you see in this thread.
Rethink your position on this ZOS.
