If they'd seen this coming, they likely would have. And anyone at all familiar with MMO demographics knows that collectors and completionists are commonplace -- they really should have seen this coming.
I don't think making alternate versions is the answer here.
As I posted a few pages back a better system would be for ZOS to establish that all of these pets, preorder and beta items are free promotional offers to people to get them that way. However they're available to everyone else via the games store at a small fee.
This way everyone playing has access to exactly the same content and items in the game, some just have to pay a price for it while others qualified for it free.

Not for long I assume. It is totally legal and normal to hand out goodies for your customers, Blizzard, EA every company does so since centuries.
Even the first RPGs gave us video tapes, shirts or soft toys. Do you now also complain about not getting the shirt of Simon the Sorcerer because these promo boxes are sold out and 15 years?
Did you also cry about every missed pet at the Blizzard forum?
Seriously guys get real.
Steam as a shop is giving out a pet, just like ESO´s shop gave the crab and the horse and I am sure that once the game goes live on consoles another pet for these customers will be made available.
If you can not accept this then it might be better to stop playing video games, but even in RL you will sooner or later notice that your entitlement wont get you far.

I've been with the game since beta. I don't need another virtual (and might I add completely cosmetic and does absolutely nothing) pet taking up another inventory slot.
It's a limited promotion item to welcome new people into the game. A bunch of pixels that equate to nothing in real life. If they were giving away a free dog, sure then I may be slightly miffed. But they're not. It's a do nothing vanity item.

The problem is that subbers specifically requested a dog vanity pet. And yet Zeni is giving the dogs to new subbers, and denying them to those that requested it in the first place. Like @semp3rfi said... it's more the principle.

I completely agree that this means nothing for you, but some people do get enjoyment out of a variety of content in games; it's all for the sake of entertainment, and that something is very real.
To put up walls like this is a bad play in my opinion when people could be equally drawn to a new product by a sale. Also adding to this digital content creep is the lovely exclusive pet with a $20 plush guar purchase.

Okay, so - say you go to a supermarket and buy a punnet of strawberries. You eat them. All good.
Then, a couple of months down the line you go back to the same supermarket. You see strawberries again, you notice that this time the punnets have 25% extra free.
Would you demand the extra 25 percent of strawberries that you didn't get a couple of months ago? No. Of course not.

At least anybody can get the plushie.
This all just helps paint a clearer picture of where ESO is headed; for good or bad. Exclusives in store, QuakeCon pushing for sales and new customers while brushing off new players, and limited time digital content. It almost seems unavoidable nowadays.
