According to the forum mod: "The wolfhound vanity pet is a limited-time bonus available only to those who buy the Imperial Edition of The Elder Scrolls Online through Steam."
I interpret this to mean that if we don't buy the Imperial Edition on Steam, no wolfhound. Period.
If they release it later for everybody, I will retract my opposition.

What about the people who buy the steam version because they think they are getting something unique...
If they want a unique game from steam there are plenty to pick from...I doubt very highly this vanity pet has changed anyone's mind at all about buying the game from steam. What has changed peoples mind is either the far lower cost, or the fact that it seems like Steam might get more cool new toys compared to regular pc making everyone now want to have steam instead, problem being there is no way to merg and no one wants to lose 3.5 months of work.

The problem is that subbers specifically requested a dog vanity pet. And yet Zeni is giving the dogs to new subbers, and denying them to those that requested it in the first place. Like @semp3rfi said... it's more the principle.
Okay, so - say you go to a supermarket and buy a punnet of strawberries. You eat them. All good.
Then, a couple of months down the line you go back to the same supermarket. You see strawberries again, you notice that this time the punnets have 25% extra free.
Would you demand the extra 25 percent of strawberries that you didn't get a couple of months ago? No. Of course not.

If the dog was a promo code, so you could buy it again and add to your current account there would be less screams.
If ESO sold an 'account covert code' which allows you to enter the code into Steam and ESO gets added to your game list (with cards etc) there would be less screams.
I am taking bets on a new dog (different colour to the steam linked one or they would be breaking the rules they have with steam) will be on sale from the ESO shop after the steam sale is over.
But again they can't say anything until the steam sale is over (or again they break the rules with steam)
