How long will ZOS let Dawnbreaker exploiting run rampant?

I'm not familiar with the skill enough to really comment but I would say there isn't much merit in putting this on the players shoulders. In any PvP environment (or PvE for that matter, it just doesn't matter as much when the recipient isn't a sentient) players will always seek to "maximize" their builds to squeeze out every ounce of performance they can. This is 100% on ZOS, it is their responsibility to make their game function and when the inevitable bug comes around make a fix asap.

Issues like this is largely the reason I've opted to not pay for IC. They've had a year to get Cyrodiil working properly and it seems to just getting worse, I can't say I'm terribly confident in their ability to make IC work any better. Always happy to be proven wrong though.
Players exploit, not ZOS nor ESO. However, ZOS' apathy absolutely plays a part.

I think you're focusing in on the wrong aspect, I agree that players using broken or bugged skills is annoying and some have done so with the intent to exploit those skills. Short of forming the self police brigade, there isn't anyway to stop it. Let's say everyone stopped using the bugged skill, it would be glorious until one person decided they'd rather not and then it would come crashing down.

From where I sit, it seems pointless to get angry at the people because that ultimately solves nothing. In many cases of players even telling them you think what they're doing is dishonorable you've just guaranteed they'll be using that skill if only to annoy other players who feel that way. If we'd stop fighting each other on stuff like this, maybe we could get ZOS to fix them. As it stands now most threads about fixing or correcting something get derailed or the blame/cause/etc deflects from the real issue.
"It is a time of strife and unrest. Armies of revenants and dark spirits manifest in every corner of Tamriel. Winters grow colder and crops fail. Mystics are plagued by nightmares and portents of doom."

All forms of dawnbreaker are broken.

It seems if you cancel the animation it applies the ground effect dot instantly.

How's that broken? The spell is instantcast now after all. If anything, they should update the animation.

It's supposed to put a ground effect down, which is the dot. You can see it clearly if you normal cast it.

If you cancel the animation quick enough the ground effect does not appear and is applied instantly.

Fixed in the next incremental patch and then again in Imperial City update.
Exploits are practically a part of the game, the meta. You see in most games people tend not to use exploits in assumption action will be taken against them and they wont last long anyway. In this game people abuse them for months on end as they know nothing will happen nor will it get fixed until a major update (which seems to be like twice a year other than these "sound fixes" no one was complaining about)

Its a shame to say it, but this is so true in this games case.

To be honest I don't like Dawnbreaker at all. Whenever I tried it, I felt that it didn't have much impact. While Meteor + Petrify is almost a 100% kill against some Dawnbreaker is just tickling the enemies usually.

The First DoT shouldnt hit instant tho and that should be fixed.

For some companies, this approach seems to be the only one that really works. So to everybody: please share all the exploits you know, since ZOS isn't stopping anyone from using them and having just part of the playerbase enjoy the fruits of exploiting is unfair.

see, THAT is was constitutes exploiting, in my book.
It involves abusing gamemechanics in ways that you simply would not use them during "normal" gameplay.
Noone who gets double mundus bonus while not weaing the twice born set can avtually believe that they are just "following intended game mechanics"
    Dawnbreaker (sorta) - self explanatory
This on the other hand (or nirn, or flame-lash or concealed weapon, etc...) is mereley usage of bugged skills exactly in the same way you would be using them during "normal" gameplay.
Hence it's something I often look down on, but I can't bring myself to consider it "exploiting". There is enough players out there who use those bugged skills without even knowing they are bugged, or who would use the same skills even if they were to work propperly. Sure, there's probably even more folks who only slot those skills because they are broken - but how do you distinguish them?

That ZoS is waaaaay to lenient on punishing actuall exploiters, and waaaay to slow on fixing the broken skills is another matter...

Soulac is using a stamina build. As a result, the ultimate has scaled off Weapon Crit and Weapon Damage. As the ultimate is using Weapon Crit, it ignores harness/dampen. All abilities that scale off Weapon Crit ignores harness/dampen.

People die in cyrodill and often think the other is "exploiting" , using macro's (if you use DW heavy attacks proc with camo hunter and animation cancel it with surprise attack) or intentional creating lag (if you pop bats for instance you get load of hate tells) to win the fight.

    I call all 3 bull****

Dawnbreaker is not an exploit either. It is just a bug. You cannot forbid people in cyrodill to put it on their ultimate bar and use it. It is up for Zos to fix/balance it. Don't cry/whisper to the player who used it. He just uses a legimate skill.

The College of Illusion hides me and fuddles or pacifies my opponents. The College of Mysticism detects my object, reflects and dispels enemy spells, and makes good my escape. The key to a nightblade's success is avoidance, by spell or by stealth; with these skills, all things are possible."

if you use a bug to your advantage, you exploit it. that being said, hating on dawnbreaker users is uncalled for. all that's needed is a little fix by ZOS. Let people use their dawnbreaker, let it do huge damage, let them bash cancel it, but just make sure the timing of the dot is not affected.

You need more hitpoints then. He didn't 1shot me and I got hit with his dawnbreaker several times.

The dot hitting at the same time as the base damage is not an exploit, it is a bug. It is BS but I have nothing against people using the ability in that way.

The real exploit (which I wont mention as that would get the thread deleted) is what really needs fixed on this ability. I haven't really seen people exploiting that part of it per se however.
