- Who was the major factor behind IGNORING PvP content for a whole year? That's the person that needs to leave.

I don't think so either. They are very, very good at concepts, but when it comes to actually implementing them they either have no idea how, or realize how overwhelming it would be.
All of that talk about spellcrafting, Justice PvP, removing VR ranks.... I don't plan on seeing any of that.
^ This. One of the main reasons I decided to stick with this MMO was for the promise of the PVP Justice system, Now I am really concerned this will never happen.
There are a lot of things we were told at E3 last year that have yet to make an appearance. In fact "phase 1" of the Justice System is the only thing they have managed to add to the game. Really disappointed that literally everything else has been put on the back burner just so they can grab as much cash as possible from the console players.

4 years. I played the Elder Scrolls IV: OBLIVION for 4 years. I only stopped because my console fried twice and my game save data was corrupted. Losing 4 years of progress hurts more than you think.
