The terrain-based issue is not. We're working to get both fixed as quickly as possible, as Brian stated a few posts above.

Yesterday, DC opened the Ghartok gate on Wabbajack. EP defended the scroll, took back the keeps, and closed the gate. About 45 minutes later, we get a message the scroll is taken. They had a group stealth behind the gate and wait. Today, we get the scroll back, just to have DC climb a cliff into North Morrowind Gate, spend hours killing people as they spawned/ported in, and then took the scroll. They have made a total farce of the whole scroll gate concept, and yet Zenimax has done nothing to stop it.
We seriously need the following:
1. An in game GM response to this type of mass exploitation. There should have been a GM there stopping the spawn camp within minutes of it happening.
2. Permanently ban the offending players. A temporary ban is not good enough for this blatant exploitation. At the very least, reset their AP and PvP rank to 0.
3. Make it so scrolls can not be picked up if the scroll gate is closed. That's the whole point of the gates, right?

It's a very grey area. We acknowledge that the terrain issue is a bug that we need to fix, and are working on doing so as soon as possible.
