The lack of fragments for the caltrops skill style is also incredibly frustrating. At the beginning of this event I had hopes of it bringing back life into ESO. I fear this lackluster event and poor execution is doing the opposite.

We are discussing some options, and we'll have an update early next week. We need to dig into what is possible with how the event is set up, so it's not something I could personally answer today.
As a general note to everyone, we do see your posts here and acknowledge the ongoing issues you are reporting and the frustration they are causing. While we do have folks continuing to look into these issue over the weekend, it's unlikely we will have any fixes until Monday at the earliest.

If you are looking to complete like now, abandon and re-take.
...bringing a character back to life and killing him again after what can only be few months in-game time, in which he achieved basically nothing, isn't the super interesting thing storywise. It brought no new lore, it told us nothing new about the fictional world or its characters. There were no different endings, or at least not that I know of. For me, it makes the whole story feel rather redundant.
And please fix the number of possible skyshards in total. Game says 597, but it is 579, east Solstice included. Thx.
