Technically, they went from one siege camp running to two. It also feels (at least in the lower population times) that they increased the difficuly of the monsters.

The lack of fragments for the caltrops skill style is also incredibly frustrating. At the beginning of this event I had hopes of it bringing back life into ESO. I fear this lackluster event and poor execution is doing the opposite.
