Probably you will have to wait until the next server restart, cause Zeni cannot fix the problem for 1 week now. If I were you, I would find something else to do instead of sitting there and waiting for days.
Same issue here for me, errors all around can no longer log in the the last 24 hours =/
My name is David, and I'm a technical specialist with The Elder Scrolls Online support. My apologies if your customer support experience has been frustrating so far; I'd like to remedy that.
First things first, with regards to your query regarding a server restart, some North American server maintenance is planned for today at 8am EDT, and a reboot would naturally be part of this. So, it may be that your issue will resolve itself at this point!
However, if not, I'd like you to navigate to the folder where the game's UserSettings.txt is stored (Documents/Elder Scrolls Online/live) and open the file in Notepad. Please find the following setting and modify it to this value (it will probably be at "2"):
SET AcceptedEULAVersion "3"
Once modified, save the file, close Notepad, and try and launch the game again.

Interestingly, I had one of those "click through" Terms of Service pop up on me, that I had to accept to continue.
