No, the full patch will not restore items. Only characters that were logged in after the Dark Brotherhood update (and before brought down the servers for this hotfix) were impacted. If you look through your character(s) equipped items, inventory, and bank and believe you are missing equippable items, please contact our Support team from within the game. They'll be able to look at your item logs.

....and just last night I had someone chastise me for being scared of losing items after I sent a PSA out to screen capture their important items in case the Crafter Bag ate them in transition.

All of my equipped items are there, but I also have a lot of items lying around in the bag that I never really fully audited, so I might never notice that an item has gone missing. But if the items are all low-quality (or even just non-set), then I wouldn't care...

I thought it was another bug that I had extra skill points. If it's true that they gave us it, that's the best compensation EVER! I don't care that I lost everything in my inventory anymore.

We don't have a comprehensive list to check against due to the nature of the issue, but it's possible. We encourage you to check, and if you do believe something is missing, contact our Support team (from in-game though) and they will check your logs.
