That’s the thing. I can only speak for myself but, for me, the bugs themselves are less of an issue than the (lack of) urgency and (lack of) care they are treated with, as well as what’s (not) done to ease player grievances. If there was more compensation given for these major issues, I would be a lot more forgiving.
Mistakes can be made, ZOS has (mostly) humans working for them. It’s normal. But the lack of resolve, the very slow response even when users in-game, on the forum, on reddit are overwhelmingly negative about the event, drop rates, bugs… That is what the real issue is. And has been since I started playing this game more than five years ago. I won a giveaway for the content pass or I would not be playing it. I’m certainly not getting any new content they’re releasing next year, based on this year’s performance. And while I said I can only speak for myself, I have the impression that I’m not the only one who is thinking this.

Account 1 PC EU: went with Guildmates. instance was totally empty.
Account 2 PC NA: infernium centipede was stuck and the gates to Harvester Boss were closed indefinitely
Account 3: PC EU: was quite good from the start: did all fighting, shoot balistas, killed Bosses. the catch is the final room was a dead end,
so on ZERO of THREE accounts was i able to complete the dungeon.
decided not to frustrate further (i have more accounts).
Sorry, Zenimax, i have to say that: players buy extensions in a good hope they get a well working product.
Actually, the final room IS just a dead end, but you're supposed to run up to the wall at the dead end and destroy (interact with the prompt on) the core thingy, or something like that. You must run right up to the last wall to get the interaction prompt. Did you do that?

@SeaGtGruff
hello again. some clarification, if i may, as today i managed to complete the Fortress on another account
(i paly 4 accounts: so 4 on PC EU, and 4 theirs PC NA "mirrors", all have Content Pass access)
and made a finale screenshot:
THIS is how the instance should end, if not bugged
on other accounts i have got "deaf" wall in the last room - no core, nothing responded to mouse clicks
(there were advises on Reddit: to re-enter room, to die in water, etc etc - nothing of that hepled)
or just was unable to reach this location due to locked Harvester boss, so the gang could not kill it.
also Zenimax probably hotfixed server a little: obtaining Title line is now displayed on screen
and the new title (Wallbreaker) is marked with an exclamation mark when opening character sheet.
So 1:4. That said, i am not much happy with this humble success rate.

I, along with about a dozen or two of other players all ran up to that wall and NO ONE could interact with it. We did all of the work but did not have the option to do the final bit.

In regards to the issue with handing in the current quest with Skordo, as we posted in this thread and others, if you currently have The Worm Turns in your quest log, dropping it should resolve the problem.
If you’ve already completed The Worm Turns, please hang onto your quest for now. We assembled a fix internally over the weekend, and we’re working to get it onto the live servers as soon as possible. Monday would be the earliest opportunity, but I don't want to promise exact dates until we sync up with our Live Ops team.
We know this has been frustrating, and we’re also addressing additional issues with the Wall itself such as the stuck NPCs and the boss fight not finishing. We’re doing everything we can to get things fixed, updated, and running smoothly again. Our apologies that this made it to live like this.
Thanks for your patience — we’ll share more updates as soon as we have them.

Unfortunately, you have to hand the quest in to find out whether it's bugged...
My character who did the Solstice main quest could not talk to Skordo at all, after leaving the Fortress. Instead, she got the next stage of the main quest (talk to Darien in Sunport). No quest left in the quest log.
Two other characters completed the Fortress. One had started the earlier quests from Phase 1 or 2 but not finished it (had to find survivors in Grahtwood first, then it advanced to the "storm the Fortress" phase). The other had not done anything event-related before - I hadn't even logged into that character since the event started.
They did the Fortress and returned to the lens. They talked to Skordo, and the assembly of quest bigwigs is idling around, but that's it. No further quest in the log, no way to interact with anything, wall still up, for both of them.
I never got anything called "The Worm Turns", on any of the three characters. The "workaround" here was the first time I heard about it. And again, holding onto the quest is kinda hard if you have already turned it in to find out that it's bugged, on various stages.

Well I screwed up and didn't read properly a couple runs back and abandoned the Wall instead of Worm Turns (already completed) so I just ran it again and going to just hold completion until ZOS hotfixes Skordo.
