I have not seen this at all.
Red Eagle is still weak in my opinion with too much reliance on Contract Actions and destroying your own cards for little benefit.

Destroying your own cards IS the benefit in itself. It lets you get more combos and increases the likelihood of getting your good cards. I've used it to remove the neutral +1 gold cards, and even the +2 gold cards, or cards I don't get a benefit from anymore.
Combined with the Red Eagle tribute power (draw 1 card), it gives you a lot of deck control.
