Where can I read the changes being made? Haven't been able to find

The problem then is that power creep becomes even more of a problem and the "hard" content becomes ever more easy as everyone gets 200k dps and doesn't do mechanics. The whole game would degrade even more into a "damage not mechanics" game where there is no skill except standing still like a lemon pressing the same combination of keys.
If anything after U33 settles down a bit they need to go nerf a lot of the higher performing sets, particularly the zero skill ones or better yet fix the linear scaling model used all over the game so that it gets harder and harder to get the last bits of dps out. That way you could get a practical 80k top end without making it any harder for newbies to do the basic content.

You highlighted the problem right there, mechanics are rarely mandatory with high DPS. If you ask me, it's the mechanics that should be mandatory, not the DPS. Bosses should become invincible when mechanics are at play, like the stone atronach and gargoyle boss in Moongrave Fane.
I am also for having a solo version for dungeons and trials so you can experience mechanics without ruining others experience. This game has always been horrible with teaching you how to actually play the game, at this point the tutorial should be teaching light attack weaving.
Why punish players for being good though?
