I just want to mention that technically speaking Tales of Tribute is complex, really complex.
Deck building is a complex system,
A new game UI, and system is technically complex. You have to write whole new game logic, and make that work in an 8 year old game, it's complex.
Having this work against both NPC's and other players is extremely complex.
This was not a quick decision to chuck in a new system, tehcnically this is really challenging to implement, I don't think this is deserving of being called small scale, in my opinion just based on that one sentence it will be technically the most complex new system they have added to the game, ever.
I mean, that just makes it even worse in my opinion. With all the features people have been requesting, the dreadful performance, and the beyond disappointing content of the last two years, THIS is what they have been pouring all of their resources in? If it is, as you say, a really complex system, that makes me very very worried for the future of ESO, being in the hands of a company that is so astronomically out of touch with both their playerbase and the feedback it gives, and what a game like this needs to grow even further. Now call me crazy, but I am very doubtful that what this game needs to grow is a god damn card game. Who the hell even asked for this? Seriously.

What are you talking about, that card game was awesome!? I really hope it's as good as that, if not better. I also hope it's like a Pokemon way for collecting the cards. Go and kill mobs for that 1% chance for the card drop. They can also add them to Treasure Chests for zones that don't have special things yet such as Ancestral Motifs etc.
It's game systems like these being added to the game that drew me to this game and away from Guild Wars 2. There it's all just combat, combat, combat, story, story, story - BORING!

I dunno. Pretty sure Legends was a commissioned game. Dire Wolf and Sparkypants are not part of the Zenimax family. Yes, game devs do tend to wander between studios, so ZOS could have picked up some of them for this project. Obtaining the IP would not be an issue, I should think.
But... I expect that this is a system the mimics a card game, not a card game embedded in an MMORPG game. Concepts might transfer, but the Legends game itself probably does not. That means that maybe the developers of Legends would only be necessary for the concepts, and any developer that worked on a card game could probably provide that. IF that knowledge is even needed. They could simply base this all on Pacrooti's card handling and take an early lunch.(<- not serious)
My expectation for a card game system in ESO is that it will not be nearly as complex as Legends was.
I wonder how an isle the size of Summerset or Vvardenfell is going to pop up on the map.
