Most people who cared about end game just threw them away once they got all the associated achievements. They were annoying & useless.
See, the few people who "care about end game" (I guess that's veteran trials, harder achievements etc) are not the majority of the players who bring money to ZOS' table. The majority of players does enjoy questing, housing and the like. As an endgame raider (have quite a few trifecta achievements with my raid groups) that's tough but important to understand.
The social guild I am in does world boss runs and fishing together for example, those events get way more people online than the casual trial runs our me and the guild master are offering.
That's why this game is slowly dying. Doesn't appeal to the crowd that the game needs to survive. Just look at Fallout 76, hardly any end game features and the game isn't far off closure. Once people stop running Trials and doing PvP there will be soon very little reason to play this game from a multiplayer perspective. Why can't ZoS just do it right by investing in all departments of the game instead of a building up one section of the ESO community. Like even I consider myself to be a casual player these days and I still found companions a uninspired, dull and irritating mess. ZoS still aren't given people a reason to play.

I expected something like this to be this year's gimmick. I'm guessing they don't want add things like a new class or weapon skill-line while they are still awaiting server upgrades and trying to fix Cyrodiil from the ground up.
A feature like a card game would probably be much lower impact.

You actually think they are doing those things lol. That statement released was damage control because you know who stuck her foot in her mouth. This chapter proves once and for all they are done investing into this game. It is nothing to them but an ATM machine now and a card game was a perfectly cheap option to be able to monetize. Legendary card packs in the crown store for only 4k crowns
