ESO combat gameplay is so stale, it definitely needs SOMETHING.

Combat hasn’t gotten ANYTHING since Summerset in that regard. If you count a new class which is specific to those using the new class, we can say Elsweyr.
But Greymoor and Blackmoore had nothing related to that. Mythic items are just that and add nothing to combat, neither do companions. No new skill line in 5 years is just incredibly lame and boring.
Not everything has to be about combat feels like a slap in the face when ESO combat plays exactly the same for half a decade now.
This sounds like a nice addition next to something related to gameplay. What ESO definitely not needs is more fluff features as the main selling point.

Most people who cared about end game just threw them away once they got all the associated achievements. They were annoying & useless.
I am excited for more questing content and for enlarging the map, but a card game? I have to say that took a lot of my enthusiasm away.

There will be new information in the annoucement stream.
We know nothing really about the chapter zone itself aside from it's name and a good idea of it's location.
I just want to mention that technically speaking Tales of Tribute is complex, really complex.
Deck building is a complex system,
A new game UI, and system is technically complex. You have to write whole new game logic, and make that work in an 8 year old game, it's complex.
Having this work against both NPC's and other players is extremely complex.
This was not a quick decision to chuck in a new system, tehcnically this is really challenging to implement, I don't think this is deserving of being called small scale, in my opinion just based on that one sentence it will be technically the most complex new system they have added to the game, ever.
