There's a difference between everyone using them because they have no downsides and them being a worthwhile addition to the game.
In terms of usage of course they aren't a flop, but it would be like saying a specific pet that you get for free from a quest is not a flop because everyone uses it, yeah, no ***. In terms of depth, they are little more than somewhat customizable NPCs with flavour dialogue, annoying likes and dislikes, and pretty run-of-the-mill questlines attached to them, not to mention the mind-numbing grind to get them to max level/reputation. Not exactly the groundbreaking feature one would expect as a selling point for a chapter now, is it?

Judging by your signature I can say with 100% certainty; Companions were not designed with you in mind. Companions are not groundbreaking, true, they do however make soloplay and duo-play far easier and this is the group ZOS had in mind when they made Companions(honestly, this is seemingly the majority of ESO players).
I hope we get something more substantial with High Isle, but Companions as a expansion feature system is on par with Antiquities, it just happens to be made with a different part of the playerbase in mind.

Most people who cared about end game just threw them away once they got all the associated achievements. They were annoying & useless.
