This book is absolutely bugged after finished "The Lost Scout's Report" quest, because it was possible to read it as showed in this video at time 15:50 but in Lore Library, until the Update 31 it wasn't listed yet.
The book has been listed after the Update 31 ... too late for people who have done the "The Lost Scout's Report" quest before.
This is the current situation for people, like me, who have already done the "The Lost Scout's Report" quest before Update 31:

The Lorebook "Journal of Justiciar Avanaire" is still bugged, not fixed in Update 31.
