    Curious Missive there are two versions, the second one is a sequel/sister quest near the south oasis but you need to do the first Scaveger's Riddles and have the quest randomly show up for you (on live it took me a few hours of checking the Parch intermittently).

    And does anyone know where I can find book "List of items to be Auctioned off in House Malenel"?

    It does but you have to get very close to it. The part two version of it is on a wall but similar to a lot of Night Market side quests you have to get very close to it before it reveals for you.

    The other book is here, you don't need to finish the grapple to get to it:

    What makes the Missive show up?

    Someone above wrote that the Curious Missive quest has two phases. I don't remember where I found the first quest; perhaps the book was lying on the ground or hanging on a wall somewhere. You probably need to find the first quest elsewhere; after completing it, you'll find the second quest here (I'm not sure if the dailies have fixed spawn locations).

    Most daylies do have different spawn locations, this one not [EDIT: this one too! see below]. The first exemplar is hanging at the streetlamp you can see on the pic, the second is this at the wall. Same place.
    For me it was like GeneralEU mentioned above. After i finished the quest from the first version, i searched for the second at the wall, the next day. But i got the first one (streetlamp) again. So i did grab it, abandon the quest instantly - and magically the second version appeared at the wall.

    The surveys aren’t bugged the rng just sucks. I have them both. I’m missing Stormhaven and Eastmarch.

    Then i am wrong, i guess. And indeed i found an other place, where it did appear (the second version).
    Seems, all daylie quests have different spawn locations, dont know, why i thought, this one not. I better edit that. Sorry!

    I completed all the side quests, so I should be eligible for the second version... but it doesn't appear for me...

    Did you also read it from quest items when you pick it up. Because it did not register for me before that. Maby thats the one you wherr missing

    Now i can say little bit more. First, because it is a daylie quest you should be able to find it somewhere at least once a day of course.
    And i tested something today. Found curious missive (the quest starter for Scavenger's Riddles) today at this location again:

    It was the first version. I accepted it and abandoned it instant, and it was hanging at the same spot again. So i grab it again, was the first version a second time. Accepted and abandoned it once more - same result, there it was again. But at the third time i take a look at it, it suddenly was the 2nd version.
    So i guess it's rng. Once completed and found curious missive again, just accept and abandon it, til you get the 2nd version, i would say. Good luck!

    That's also a quest starter for a daylie [Edit: for Restocking the Bizarre]. Surely can be found at different locations, don't know how many are possible.
    One (of ?) is at the skirmish plaza in Sorrow's Friend, but i guess, there are more
