I don't know about US but everyone is required to have one in EU

If you want to set up a paypal account you have to send them a copy of the front and back of your identity card as well

these bots and goldsellers are untouchable because they can stay anonymous.
This would sort them out in no time
In my opinion,this authentication process would be a small price to pay.
