No they don't. It is not an official holiday so not everyone gets it off.

It seems to be fixing problems that people are complaining about. The fact that they are doing this when they are says that the devs have been working all weekend to address these issues. Show a little appreciation for that. You may have one day of your holiday messed up- they had the whole weekend messed up.
To everyone complaining about "too much maintenance", lemme tell you a little story about an online game that's lucky to get a single restart on the first Monday of the month.
Bugs and errors tend to build up in a single week, let alone over the course of a Month! That game is supported only by donations, so think for a moment how much those players have to put up with every month until the next restart, and continue to donate to support the game despite all of that.
ESO is a pay-to-play game, and that money goes into maintenance and repairs and bugfixes that make a single month maintenance plan completely unworkable. If you think all these down times are "Too Much", then think again. We could be getting FEWER restarts and even MORE problems could appear just by letting it go for so long.
Be grateful that we are getting as many maintenance days as we have been.
