They could keep achievements character specific, but add a toggle in the journal that lets you see what you have across characters. Maybe add how many characters you have it on, etc.

You can turn them in at the concession stand for small items like super bouncy balls, erasers, and those little plastic men with sticky hands and feet that you throw at walls.

Fishing I could understand, even though I wish it was account wide. I could see people wanting to do the challenge of getting master angler on multiple characters and knowing the effort it took. Pvp and dungeon achievements would also make sense staying just character, even though, again, I would rather they were all account wide.. But exploration, crafting, and questing ones should 100% be account wide.
So, you put the Grand Master Crafting Title on an Alt that does not have any crafting skills. Then someone asks you to make something. First thing you have to tell them is, I need to log to my crafter....
Your example is the reason why Achievements should be Character specific.

I think the current system is stupid no matter how you look at it. So few people will ever try to complete all the achievements on multiple characters. Its the biggest grind in the game. And for people like me who do everything its incredibly annoying.
I wish I could sometimes take a break from doing everything on my main, but its pointless when thats the class im grinding achievements on. I mean its probably the last thing im worried about in this game but it would be nice if some of them, at least, were account wide so you could do achievements on different characters.

And for me it's the exact opposite. Having completed an achievement on my main incentivizes me to use an alt for activities that involve that achievement.
Having achievements be character specific makes the content more repeatable.

Leave character achievement tabs EXACTLY how they are, but add another tab that shows account wide progress on all achievements. Leave titles bound to the character page.
That way if you want to RP with your lawful good character that would never touch a thieves guild quest, fine. But if you want to know how much of the game you have done as the player, well, you can know that too.
I am traditionally an achievement hunter. That ship sailed a long time ago in ESO. I have a good chunk of the achievements in this game, but they are spread over a dozen toons. If we had account wide achievements, my playtime in this game would sky rocket because I would immediately start going after them again. As it is now, I chase skins and a handful of titles.

Vet dungeon achievements show up as completed in your journal, but no longer award achievement points.
Would be nice but it's never gonna happen and think zos already explained that once long time ago,
