Only time I get bad issues is pvp but that goes away when I lower my graphics from high to medium as my pc is not that great. From what I have gathered, ppl with mid range pcs seem to be seeing overall improvement where high end sees a decrease. I wonder if it's a comparability issue between the game and hardware.

This is the issue. I too, especially in the first week was blown away by the frame rate increase. I play this game on a high end rig, and typically run in either high or ultra at 3440x1440. For the first time, I was legitimately getting a stable 100FPS in PVE, and out of combat in PVP. It was great. Good frames, low ping, skills fired, it was as good as I had seen this game run in years. I was excited about eso for the first time in a long while.
The only issue I could see were PVP disconnects. Frustrating, but I could live them. As DCs go, they were fast and I was able to get right back in.
Then they patched something on Monday. And it's worse than before. If I am just sitting in PVE or at an unoccupied keep, I will say my frames are a bit better today than pre patch, but that's the end of it. Since Monday, primetime PVP is unplayable, and off hours are no treat either. Even in my house on a target dummy, I am having issues with rubber-banding, desyncs and skills/light attacks simply not firing.

I don't mean to make assumptions, but I can't imagine you are playing primetime PVP or doing 12 man trials. I have never talked to anyone that does either of the two with any frequency that hasnt had performance issues from time to time.
This game runs just fine if you are questing, and even four man stuff is usually pretty flawless. I have been raiding since the days that killing the Manticore was a huge achievement. haha. PVE trial content has been steadily getting worse in terms of performance. But that is not the real issue. The real issue is PVP. It is just god awful, and it didnt use to be.
As for me saying it got better, well, like I said I run at high resolution. I also just recently got a 200hz ultrawide, so I can feel even the slightest bit of improvement, and this patch (last week anyway) was more than slight. It was 15-20 frames. For the first time, I have considered manually unlocking the FPS cap at 100 (why they cap at 100 fps, who knows).
TLDR: If you are playing at medium or high at 1080p, and avoid Primetime PVP and Trials, not surprised you didnt notice much.

I bought a new computer last year. If I turn shadows off I was hitting 45-80 fps in trials and the same in huge cryo zergs. I just came back to the game not quite a month ago, left right after kittyland launched last year. I did one trial, remembered why I left the first time and dropped the pve aspect and have been just doing pvp. I don't see a severe frame rate loss at all, as in like I said, no difference from pre patch. Nothing got better nor worse minus all the ability delay/not firing off etc etc. The patch literally changed not one single thing when it launched for me.

Complaints about this patch have next to nothing to do with latency or fps. They fundementally broke the smoothness and responsiveness of combat on multiple levels in different places

It is unacceptable. I'm starting to wonder if they, the devs, just lack the skill and knowledge to resolve the issues in this game. I'm not even a veteran player and I can see that the ratio between fixes and fails is just not right. Fix your game already!

I guess it's different on other platforms, but it's pretty much fine on xbox and definitely within the realm of "acceptable." Some things have gotten better, some things have gotten worse.
Over the last year, I notice a LOT less problems with world texture failing to load, which is fantastic. However, at the same time this was fixed we got the massive frame rate dips when loading in from a wayshrine for 5-20 seconds. Over the last year or so, many areas where I would routinely crash in are no longer a problem (I can't call Grahtwood "Crashwood" anymore). However, at the same time I am getting occasional freezes in loading screens that require me to restart my game. Input delays and lags have stayed pretty much at "it's acceptable, but really could be better" that it's been since launch.
So... all in all it's a wash, in my experience - in the realm of acceptable, but could use some improvement. This game has never had outstanding performance as an online game and I've never expected that from it. Besides, if I'm going to throw a fit about an issue with this game, it's going to be their increasingly troubling push towards play-to-pay.

Yep and their lack of communication will just keep on building more distrust of them and less money will flow into their pockets. The more communication and fixes they add, the more money and people will go their way. Until, ZOS learns basic economic practices the game will continue to decline.
