ZoS's timeline for future performance updates is kinda irrelevant, considering they created this issue for people that weren't already affected with the new "Memory Overhaul" from update 24. These perf optimizations are scheduled to conclude in Q2 2020 with the release of update 26. You can read the tech details of what exactly they are doing to improve the performance of the ESO client as well as the server at the link below (things like making more of the engine including the renderer multi threaded and take better advantage of multiple CPU cores, changing the way assets are loaded in by improving multi threading for that as well etc). They also update this page monthly with status updates of each optimization they are working on and how progress is going for each.
