Not sure if anyone here has posted this but ZOS has a pretty extensive plan for improving client side (FPS) performance most of all as well as some items focused on improving server performance by optomizing the way the server handles certain game events (mostly combat). This stuff is scheduled to take place starting with update 24 which is what ESO is currently on (the update included memory optimizations and phase 1 of 2 of reducing the load that combat put's on the server). These perf optimizations are scheduled to conclude in Q2 2020 with the release of update 26. ZoS's timeline for future performance updates is kinda irrelevant, considering they created this issue for people that weren't already affected with the new "Memory Overhaul" from update 24. Just watch Fengrush's stream, him and his group have to restart they're client several times per-stream or play with 20fps.

If they've let it be a crippling issue for this long, i'm not sure they can fix it tbh. Consoles just bluescreen, PC pvp becomes unplayable after an hour.
