This is not a solution to the problem. A launcher update from the developer is required. This needs to be hotfixed ASAP.

My favourite part was how you went on to comment another 50 times, basically copy pasting your pity-party over and over. If you had just restored the 4 files from your recycle bin in the first place you wouldn't have even had to re-download. 1/10 find something better to do than complain on the forums next time.
why is everyone complaining that they cant play the game?? just launch the game via eso.exe and wait for a fix or something lol. the game works just fine. if you guys want to play the game now and fix the launcher later, then just go to: C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game\client , then launch eso.exe
that will bring you straight to the game and bypass the launcher. not sure why everyone is saying they cant play again....if you absolutely have to re-download the game then just play now and let it download overnight or when youre not playing or something...its only an issue with the launcher lol

Worked for me!
So I tried the deleting the versions process, moved them all to the recycle bin. Ran the launcher. Closed it. Put all the files back in except for the one that it wanted to overwrite. Opened the launcher again and I can press Play.
However, once you close the launcher again and open it, it once again has the 209 Manifest error. So, if you want to play again, you have to repeat the process all over again.
@ZOS_JessicaFolsom, @ZOS_GinaBruno,@ZOS_KaiSchober, @ZOS_MichaelServotte, this is an issue that you guys are going to have to fix for us on your end.
