Actually, if you read what it says in small print on the left of the bar: "Checking Download." This doesn't mean it's downloading the 22GB, it means it is checking your current 22GB download that you already have. Actually if you follow all the information they've given it says to stop the download after deleting the .version files and then repair. You in fact do not have to redownload the entire game again.
However it still didn't fix the error for me like I thought it did.
Yeah I stopped the download and ran repair then it wants to download the whole game again.
I have tried every step giving it still wants me to download the whole game again...
my last step was I stopped the download and we launched it and now instead of 19gb left it is now only downloading 5 gb. I would just uninstall the whole game at this point but the uninstall option is not their anymore. just cancel repair no uninstall.
I am thinking the QA Dept dropped the ball on this last patch. and who ever made the repair tool I agree with a previous poster should be fired on the spot.
I really talked up this game to my Community and I do not even want to go on TeamSpeak to talk to them now cause man I can just already hear it... UGH

It is downloading which is not even close to "Checking download"
Unplug your internet when it says Downloading and see what happens...

It appears they did not remove the 'Beta' switch from the shortcut.
Right click the shortcut and Properties. You should see a 'switch' at the end of the "Target: " string.
Removing this stopped the error. Even if it doesn't for you. Remove it anyway it's specifically for the ESO Beta and should no longer be passed to the Launcher.
EDIT: If you see the switch please post it. I failed to copy the string to the clipboard before applying the change
