Right click the shortcut and Properties. You should see a 'switch' at the end of the "Target: " string.
Removing this stopped the error. Even if it doesn't for you. Remove it anyway it's specifically for the ESO Beta and should no longer be passed to the Launcher.
EDIT: If you see the switch please post it. I failed to copy the string to the clipboard before applying the change

Why isn't there a "Force Update" button? Even if I repair and get past the 209 error, my launcher still has trouble "determining the current version." Repeated 209 errors. *Please note that if you do delete all .version files, the launcher may require you to re-download the game.
