This surprises me and disappoints me and at least one person has said the same has happened to them. Zos has replied to posts for much smaller issues and doing so show they are concerned and are making sure CS is pushing the matter to the correct people.
Their silence in this thread is deafening.
It takes less then 6 days to get rank 10 in alliance. Seems ZOS just let time fix the problem.
But what if the same issue happens to OP again? ZoS will have them relevel again?

UPDATE: I received the update this morning 9/7.
It is out of the escalation department hands. They did want to check my account a few times but they said I was online each time and did not want to kick me offline. I appreciate that but trust me if it meant them checking and fixing the account I would have understood.
I did use the advice that I collected from this thread and sent it to escalations with my reply. They did give me crowns! They would have given them to me to purchase the skill line, but since the game sees that toon as having the achievement it will not allow me to purchase the skill line. It was a way of apologizing for the trouble and I do appreciate that.
I also asked for XP scrolls and I have a reason for that. I was rank #6 for my faction when this happened, and the lost time has surely ruined that for me. They understood and gave me a few for a boost. I appreciate that too.
The response times it took to get to this point is... disappointing. I hope the Devs did get word on this issue and are looking into it. Let us hope they are already working on it!

The funny things is that all the passives are locked but at the same time maxed. Also the skills were locked but they were still maxed.
I had to play some time to get them all open again. My build is cleanse sorc so it was really disappointing.
In reply, yes the skill points were returned but not the passives.
