Most changes end up sticking around through the entire PTS, minus some minor tweaking on numbers here or there. If it's here, it's likely going live.
The only time I've ever seen anything with a severe overhaul/rollback during PTS were the shields with cast time in Murkmire.
Shields in murkmire and changes to incap are the only major pts achievements i have in mind aswell.

The thing is, you should be starting farming other gear and leave necropotence stored at bank or mule.

Pet sorcs are dead. The nerf to Twilight is just inexcusable. For medium to lower tier players this build was just fun to play. Yeah, twilight was a bit OP....but the Sorc class was NOT OP. So it's really hard to understand such a play style busting nerf. I get that many people hated them in PVP, but in PVE they hurt no one and allowed some not-so-gifted damage dealers a chance to compete in harder content. This kind of nerf is just hard to stomach and points to a very depressing "vision" this group of devs have.

Can we add Ultimates and Morphs too ?

Indeed, are there any single-target cc skills that are useful in PvE? I can't think of any. Rather, that seems like a PvP-only thing the way those skills are now being balanced. Obviously, that's less of a concern when the cc is only on one morph, rather than in the whole skill.

Glad someone said it, I've been around since Morrowind... and they have never in my recollection not gone through with PTS changes outside of slight tweaks. I don't understand where this new crowd is coming from.

Adjusting the damage of a skill like Caltrops is a "slight tweak", though.
I don't think it's odd to expect that many of the skills that were buffed/nerfed in v5.1.0 will continue to be adjusted throughout the PTS period. These are exactly the kinds of changes they tend to make.

For medium and low tier players you mean this build carried? If it was fun they'd still play it regardless.
If you want to be able to do harder content they prepare yourself to do it, get a good builds, gear, rotation and learn and improve. Don't rely on crutches like pets to do it for you. I don't understand this concept of wanting to do content you're not ready for and expecting to be able to do it.

AOE fracture, is very useful. Fracture for any solo player who previously had 0 access to it unless running SnB or a class specific ability now have access to this debuff.
Damage is bad. Yes. No disagreement, but if you're looking to actually kill those trash packs with nerfed AOE abilities, caltrops into 2H carve is going to do pretty well.
