So at the end when it comes to mentioned stamwarden thanks to cast time on dawnbreaker he'll be actually able to time his combo of sub assault+BDoS+steel tornado spam even better now because there will be shorter gap between DBOs hit and steel tornado and sub assault will be back loaded as it always used to be.

@Anti_Virus funnily enough You understand so little about the game that You dont even realise that cast times actually supports combos because cast times allows to bypass global cooldown or shorten the duration between intervals. For example if You have instant cast abilities You can only cast 1 ability per 0,9 second but if 1 of them is instant cast and second have 0,5 second cast time if You'll use that 0,5 seco cast time ability 1st then You'll be able to cast next ability 0,4 second after 1st one. That trick was commonly used by snipers because snipe have cast time longer then global cooldown plus some travel time of projectile You could start casting 1,1 sec snipe and while doing so global cooldown would already end before cast was finished so You were able to instantly land incap and then execute. 1st ability that would hit You would be incap then instantly after snipe would finish its travel and hit enemy 20% stronger and at the end You would get nice finisher so all that things could happen in 1 second because global cooldown between incap and execute is 0,9 sec and snipe was back loaded. Add light attacks and bashes (which have separate global cooldown) between incap and execute and You have 5 hits in 1 second with no macro or cheating needed since it's easy to perform for anyone after few minutes of practicing.
So at the end when it comes to mentioned stamwarden thanks to cast time on dawnbreaker he'll be actually able to time his combo of sub assault+BDoS+steel tornado spam even better now because there will be shorter gap between DBOs hit and steel tornado and sub assault will be back loaded as it always used to be.

This is fantasy combat not an fps TTK should not be this low.
Except cancelling ultimates doesn't help TTK all that much, especially so after they just nerfed bashing. It's not like cancelling your ultimate allows you to immediately follow with another skill, your skill casts still adhere to the GCD, just as if you didn't cancel your ultimate. One of two things can happen, depending on how you cancelled your ultimate.
If you block/swap cancelled, then it just cuts off the end of the animation, getting you ready for the next GCD a little quicker (but not bypassing the GCD, so it doesn't actually help TTK, really only a comfort thing), and in some cases, might cause the ultimate's effect to occur (damage, healing, etc) a tiny bit quicker, allowing you to line up burst a tiny bit better (again, doesn't help TTK all that much, we're talking fractions of a second). In the case of bar swap, it allows you to get onto your other bar a little bit quicker, but, just like cutting the end of the animation off, it just gets you ready for the next GCD a little quicker.
If you bash cancelled, TTK does drop a bit, since you have the damage from the bash happening just after the ultimate lands, but the damage is around maybe a half to a third of a regular burst skill (with the old scaling and 100% multiplier from sword and board, so it's probably even lower now), it costs a decent amount of stamina on top of your actual skills, and it can be tricky to do smoothly, depending on your keybinds. One way or another, you're paying a decent amount of resources for a bit more damage, so IMO the drop in TTK is fair.
You'd only bash cancel if you really wanted that kill, otherwise block/swap cancelling is what you'd do, if you're cancelling at all. Overall TTK isn't that much lower when cancelling ultimates, so if you want to address TTK, look elsewhere.
Healing and damage mitigation in this game is too high, but it has to be because of TTK being too low. If we continue trying to solve to TTK issue then everyone will be a tank or die in one hit literally.
It’s funny how people think animation canceling is somehow skillfull. I do it all the time on my stamwarden shalks dawnbreaker bash spin to win and kill 5-7 ppl at a time instantly.
What the devs fixed was syncing the animation with the damage, previously for all ultimates like dawnbreaker you press it and block and the damage would apply before the animation completed. Which was fun to instantly kill ppl, and block canceling was beneficial since the animation was longer than the global cooldown but it was unhealthy for the game.
This change will be fine imo.

@Anti_Virus funnily enough You understand so little about the game that You dont even realise that cast times actually supports combos because cast times allows to bypass global cooldown or shorten the duration between intervals. For example if You have instant cast abilities You can only cast 1 ability per 0,9 second but if 1 of them is instant cast and second have 0,5 second cast time if You'll use that 0,5 seco cast time ability 1st then You'll be able to cast next ability 0,4 second after 1st one. That trick was commonly used by snipers because snipe have cast time longer then global cooldown plus some travel time of projectile You could start casting 1,1 sec snipe and while doing so global cooldown would already end before cast was finished so You were able to instantly land incap and then execute. 1st ability that would hit You would be incap then instantly after snipe would finish its travel and hit enemy 20% stronger and at the end You would get nice finisher so all that things could happen in 1 second because global cooldown between incap and execute is 0,9 sec and snipe was back loaded. Add light attacks and bashes (which have separate global cooldown) between incap and execute and You have 5 hits in 1 second with no macro or cheating needed since it's easy to perform for anyone after few minutes of practicing.

With the change now a stamden cannot kill someone in 1 gcd or less with out using some tactics, any potato can wear high WD sets and press 3 buttons and kill groups. Now the smarter players can simply hold block when they see that glowing white sword in your hand, or if you’re a nightblade they can now properly react to your incap/ onslaught and not die immediately thus raising the TTK of the game as it should.
But I know I know “muh fast paced combat” which really just means you like the Low TTK, and if you like that prepare yourself for more unkillable tank builds in the future.

There is truth in the both side.
400ms may be not enough to press a skill or a block/dodge in reaction.
I didn't tried it yet.
Is there people who actively tried to react in fight VS the new cast time on ultimates?
- is the time enough to see and counter the ultimate? (I mean you see the animation Then you react, dodging or blocking for an anticipation aka before the the animation started is not "reacting to the cast time".
If the cast time is not enough, then there is no reason to introduce a cast time, it's just annoying and troubling the combat flow.
