What a funny statement. Hey you can't move to the next area without this quest? Oh we are sorry about that. But it shouldn't be a problem. Just bypass the problem by moving to the next area... wait what?

This particular quest bug is a known issue, and the team is currently working on a solution. In the meantime, there are a couple of things you may try to resolve this issue:
Type /reloadui in the command line of the Chat Box
Try performing a soft reset: log out of the game and launcher completely for at least 15 minutes. This will reset your character's instance information and may cause quest NPCs to work properly.
Abandon and restart the quest, which also causes quest NPCs and objectives to restart; this generally gets positive results.

Remember that you can leave any instance by porting to a wayshrine. It will cost you a small amount of gold (variable depending on your level and how recently you used a wayshrine), but it can help you continue your game when you can't complete the quest objectives. To port to a wayshrine, press [M] to open your map. Click on the magnifying glass in the lower left-hand corner of the map window, and select any region you have already explored. When the map you have selected comes up, left-click on any wayshrine you have already discovered, and then press [E] to confirm.
