I'm fine with the need to rebalance, but when they completely WRECK highly optimized, role-play-named characters with these changes, it's really hard to swallow. I'm sitting at 14 chars right now, and there's no way in HECK that I will pay them 3,500 x 14 = 50k crowns just to get them back to optimal. I know ZOS is a super-greedy bunch, but this is absurd. And facing the prospect of spending years playing sub-optimal characters, after spending many, many months making these characters individually as optimal, does not feel good.
In short, racial review is fine. But give us a week of free race/name changes so we can rebuild our WRECKED character lineup. Convenience store rules: you break it, you pay for it. You broke it, but now you want US to pay for it. Not cool, dudes, not cool.
Tone-deaf is the word on the street these days. Not only did Race Change Tokens go on sale right on time, I'm old enough to remember when Zos said they had 'heard' our feedback on heavy handed changes. Now this. With more nerfs as a bonus.
Do you honestly think this was heavy handed? O.o damn, son... You need to learn a thing or two about life...
Zos knows they are heavy handed. Why would they give Race Change Tokens for free if they didn't think their changes would warrant one?

When all the characters and races are the same you know which group of players to point the finger at.

It's not the players.
If everyone ends up playing the same race/class/build combo, that means racials are poorly designed and/or just a bad idea, in the first place.
I play a sub par race, but that that is just because I'm a stubborn, maverick type.
I think things should be designed to be fair and equal.
However, if I was aiming to to taken seriously in endgame PVE, I would probably be forced to capitulate.
That is just the way it is.
It will be changes, guess an buff to imperials.

I'm not saying I disagree with the graph you posted, but then again, ESO isn't honestly part of the TES "lineage". Leaving ESO out of your "posted results" - the rest is probably spot on.
This is the poll posted in the general MMO forum with like 90k+ people. I could post it in many other different ones but this was the easiest to find. Yes, I know I forgot to add a few more but oh well.
Doesn't matter that the forum has 90k+ people. You only have 150 or so votes. 150 people, as an audience, is 100% irrelevant. As a reference, in 5 yeaos if ESO, an average of 6 THOUSAND people bought the game every day. You're polling with 150.... Notice just how out if scale your data is? "Data", even. Irrelevant data isn't data, is just noise. Technical term.

The poll now has like 300+ voters and the results are still similar.

Dude... Go study statistics. Just... Seriously.... 300 is just irrelevant as 150. SPECIALLY when you don't know your demographic... They may be seriously skewed because "general forums" are never that general... Over time, there will always be a prevalent set of like minded people that attract more like minded people and shoo away the others... The older the forum, the larger the effect can potentially be. Case in point, ESO forum here is heavily contaminated with elitist arrogant min-maxers that forget everything else that exists in the game. They spread like cancer.
If you (think you) understand the importance of polling but don't understand the importance of demographic and the subtleties of statistics, then we're done here because you don't understand statistics at all.
