Reading the rep notes, it's clear ZOS's goal was to reduce the effectiveness of shields in PvE. It's good that they decided to nerf shields in a way that doesn't make gameplay more clunky or render them completely useless in PvP.

The meeting essentially heavily implied that Sorc's offense would get an overhaul in the future, signifying they will likely get damage upgrades during the next cycle. But we'll have to wait for those.
Eitherway, once that comes full circle we will likely see a better reward for magsorcs, overwhelming offense at the cost of limited defense.

Except they did make shields useless in pvp, shields get halved by Battle Spirit, which means in pvp your shield is effectively capped at 20% of your HP and it can now be critted. As rough as this change is for pve it renders shields a complete waste of magicka in pvp.

Presumably battle spirit would kick in before the max value is calculated. So if the tooltip could be 16k, then that is halved, and if 8k is less than or equal to 40% your max hp then you would get the full 8k. This of course assumes calculations are done in an intelligent order


That 40% cap is pathetic and damn near useless if you are doing endgame PvE.
This is the kind of damage the mobs are doing in the new Blackrose Prison on vet. This isn't damage from bosses. These aren't special abilities or mechanics. These are just the standard attacks by standard non-boss enemies. Three hits, each doing over 8K, in the span of 1.1s:
40%-of-health shields is fine if all you do is base game content. But for true endgame content--whether that be competitive PvP or vet DLC trials and dungeons--the 40%-of-health is downright insulting and shows us just how out of touch ZOS is.

Not sure if 40% of max health is worth it. Most run 20 k health thats only a 8k shield. Unless they nerf the cost i doubt it will get use.

Will it? I think there will be more stacking as wards gunna be weak.
